ABSTRACT

This study aims to examine financial accounting records management in a hybrid environment and to analyze the relationship between records management and the quality of internal audit evidence in the financial domain of Thai state-owned enterprises in the public utilities sector. A qualitative research approach was employed using in-depth interviews and internal document analysis. The sample consisted of 28 participants, including accounting and finance executives, internal audit executives, accountants, financial officers, internal auditors, and administrative staff from three state-owned enterprises: the Metropolitan Waterworks Authority, the Provincial Waterworks Authority, and the Industrial Estate Authority of Thailand. Participants were selected through purposive sampling.

The findings revealed two key characteristics of financial records management in a hybrid environment. First, records and information were decentralized across multiple organizational units and information systems. Second, records existed in multiple formats, including paper-based and digital records. Financial records were classified into three categories: financial accounting records, supporting accounting documents, and related records, which were interconnected as an audit evidence chain. The records management process followed the records lifecycle and was directly associated with audit evidence quality in three dimensions: reliability, availability, and accessibility. Major challenges included the absence of standardized metadata, fragmented record storage practices, and insufficient integration among information systems. These issues resulted in delays in collecting and evaluating audit evidence and increased the risk of inaccuracies. The findings indicate that records management functions as a structural enabler that significantly influences the quality of internal audit evidence. Therefore, records management systems should be systematically enhanced to support transparency, traceability, and organizational accountability.
